MAR December News

The WARD field (column) in the MAR now contains the new Ward values which took effect on January 1st, 2012. For the previous WARD values, use the WARD_2002 field.
The values for the Police Service Area (field name = PSA) and Police Districts (field name = POLDIST) have been updated in the MAR. These new police geographies took effect on January 1st, 2012.
Hospital place names (aliases) have been updated.
Shopping Centers, malls, and shopping strips have been updated in the MAR.
Address ranges for blocks in the SW quadrant have been updated. There were hundreds of changes.

Political Redistricting

The redistricting process in Washington, DC is well under way. Redistricting in DC involves creating new political boundaries based on the United States Census Bureau’s 2010 Census. The new political boundaries for Wards, Advisory Neighborhood Commission (ANC) and Single Member Districts (SMD) take effect on January 1, 2012. Currently, only the Ward boundaries for 2012 have been approved by the DC Council and the Ward 2012 values for addresses lcan be found in the WARD_2012 field in the he Master Address Repository (MAR).

As of August 16, 2011 there are 2,815 primary addresses whose Ward values will change next year. An example of an address whose WARD_2002 is different from its WARD_2012 value is 501 NEW YORK AVENUE NW; its Ward 2002 value is 2, and its Ward 2012 value is 6.

Additionally, there are many applications and databases within DC Government that use one or more of these political boundaries. Some of these applications will need to be modified to reflect these new political boundaries. In order to support this effort, the MAR Team will both update new political boundaries while maintaining the current political boundaries.

A new field called WARD_2012 has been created in the Address View and the AddressPt feature class on DCGIS Central. The enhanced MAR Web Services and modifications to the MAR Sample Client will be made available in September 2012.

The WARD, ANC, and SMD fields will always have the effective political jurisdictional values. When the new boundaries take effect on January 1, 2012, the WARD, ANC, and SMD fields will reflect the new political jurisdictions that have taken effect. The the previous WARD, ANC, and SMD values from 2002 will still be in effect till December 31, 2011 and will still be available in the WARD_2002, ANC_ 2002, and SMD_2002 fields.

The Address View and AddressPt Feature class have been modified to include the following fields:

What are the benefits of the MAR?

The MAR allows the District Government to more easily compare information across databases and agencies. The format and quality of address information varies across government systems, making it nearly impossible for government to identify all the activity associated with a given address. Now, addressing standards are built into the MAR. These standards define the valid components of DC addresses (Address ID, Number, Street Name, Street Type, and Quadrant), including their correct formatting and spelling.

Nearly, 80% of databases in local government contain some spatial data. Similarly, a large percentage of DC Government databases contain spatial data. The most common is an address.Addresses are used in all sorts of city databases including crime incidents, student, building permits, health inspections, voter rolls, business licenses.

An address database with reliable information is critical in easily locating addresses. It is even more important for addresses which are located in illogical places.

The adress records now have two additional fields RES_TYPE and ACTIVE_RES_OCCUPANCY_COUNT. The RES_TYPE field indicates the residential status of an address. The domain of values is 'RESIDENTIAL' 'MIXED USE' and 'NON RESIDENTIAL' The ACTIVE_RES_OCCUPANCY_COUNT field shows the number of residential occupancies (housing units) at a particular address. An address of a large apartment building might have a value of 98 and a detached single family home would have a value of 1. For more info please see MAR Blog Post.

The MAR Data Team is working on redistricting efforts. Due to the 2010 Census political boundaries including Ward, ANC and SMD, will need to change. The MAR will be used to estimate sub Census Block populations.

Dozens of alleys were visited to search for rear address. A few new rear addresses were found including 327 REAR L STREET NE. Please see the blog post.

DC's Population Reaches 601,723

The US Census Bureau just released the 2010 official population counts. DC had a count of 601,723 which is an increase of 5.2% from 2000. This is the first decade of population growth in 6 decades.

Data from the Master Address Repository (MAR) was instrumental in raising DC's population count. Using the MAR the MAR Data Team was able to add over 17,000 addresses (primary & secondary) to the Census' Master Address File (MAF). This definitely contributed to a higher population count. Almost every address which is located in an alley is are already in the MAR. DC GIS has spent a significant amount of time tracking down these addresses. The majority of these addresses have been visited by DC GIS personnel. It is especially important that these addresses are properly in the MAR as they are often difficult to locate. Examples include: Groff Court, Gessford Court, Linden Court.

Moving An Address

The address 1455 Church Street NW was in a wrong location as it was in an incorrect building footprint (blue lines) and incorrect property lot (red lines). The address was moved to the correct location (see the top image which shows the move (yellow arrow)). Now the address is located in the correct building footprint and the property lot. The address was moved less than 10 feet. Now the address is associated with the correct property lot (Square, Suffix, Lot).

What is the Residential Unit Table?

The residential unit table contains unit values and other related information regarding residential units. There are estimated 204,000 to 210,000 residential units (with a secondary address). Each residential unit is associated with an address from the address table (via the ADDRESS_ID field). Example unit values include '101', '201', 'A', '910', '1', '6' and 'A2.' This data includes both rental and condo units which is noted in the 'UNIT_TYPE' field. For condo units the condo's SSL values and condo book and page number is also stored.

What are some of the challenges while creating the Residential Unit Table?

The biggest challenge is just dealing with acquiring the the huge quantity of residential units which is estimated at 204,000 to 210,000. Another challenge is matching the residential unit information with condo units from Office of Tax & Revenue's ITS Public Extract table. Unfortunately, in the ITS Public Extract table there is a tremendous amount of incomplete and incorrect data. This is especially true when it comes to the premise address and unit number columns.

What are the remaining weaknesses in the Residential Unit Table?

• Special use residential facilities (University Dorms, Group Homes, Retirement, Nursing Home and Military Barracks)
• Multi unit row houses
• Large buildings with a low occupancy rate
• Buildings which were constructed very recently

In the past there was a door here (red circle).

The yellow building previously had two housing occupancies and two addresses. Now, the yellow building has only one occupancy and one address. The address which represented the occupancy where the door was has now been given a status of 'RETIRE' in the MAR. If one looks really closely at the image (click on it) then one can see the outline of where the door had been. Notice that the neighboring buildings both have two doors and the same placement of windows on the second floor.

Just like our dynamic city, our addresses are also dynamic!

******* Address Number Suffix vs. Residential Unit Policy Changes *******

There has been ongoing confusion related to the question of what is considered an Address Number Suffix (ANS) and what is considered a Residential Unit (Unit) in Washington, DC. In terms of formatting, an ANS designation would be located between the address number and the street name (example: 302 A 14th Street NE) whereas a Unit would be located after the quadrant designation (example: 302 14th Street NE #A). Currently, there is inconsistency in the Master Address Repository’s (MAR) address database regarding the use of the ANS versus a Unit. After reviewing the United State Postal Service’s established addressing formats and consulting with Department of Consumer and Regulatory Affairs (DCRA), it has been determined that hundreds of these ANS should be considered residential units. By changing these address number suffixes into residential units, the MAR will better reflect reality. These changes will also improve address geocoding.

Going forward here is the policy:

All '1/2' designations will be considered as address number suffixes
'REAR' designations which are a separate building will be considered as address number suffixes. 'REAR' designations which are in the same building as the primary non 'REAR' address will be considered units.
All letter designations which are not on a separate property and represent one occupancy will be considered units (except for military addresses).

Therefore, over the next month hundreds of addresses which have address number suffixes will be transformed into residential units. These address number suffixes will be deleted from the address table; in their place will be residential units.

For example by using the findDCInterThrouString operation one can find and have returned the intersection of 'ALABAMA AVENUE SE AND 36TH STREET SE'. This operation " Accepts one concatenated DC intersection string containing two street names separated by ' And ', ' & ', ' @ ', 'BELOW', 'ABOVE', 'UNDER', 'OVER'. " XML information is returnedd.

There are almost twenty operations that use the MAR. These MAR Web Services are very useful for application developers using address, block, intersection or place name related data related in Washington, DC.

The ‘RECOMMENDED’ status for addresses in the MAR is no longer needed. This is because DC GIS no longer sends over an employee to DCRA to recommend addresses. A few days ago there were 28 addresses which have the ‘RECOMMENDED’ status. All these addresses had their status' changed to either a ‘TEMPORARY’ or ‘ACTIVE’ or ‘ASSIGNED’ or ‘RETIRE’. Also, going forward an address will not be given the ‘RECCOMENDED’ status. The advantage of this is that it would reflect the new reality and also simplify the choices of status values in the MAR.

Changes made to the MAR:

• 28 Addresses whose status was‘RECOMMENDED’ were changed to status's of ‘TEMPORARY’ or ‘ACTIVE’ or ‘ASSIGNED’ or ‘RETIRE’

Categorizing Place Names in the MAR

There are over 5,000 place names (alias names) in the MAR. Currently, these place names are uncategorized. Soon they will be categorized into such categories as:

APARTMENT BUILDING
BRIDGE
CONDO BUILDING
FIRE STATION
POLICE STATION
PUBLIC SCHOOL
HOTEL
RECREATION CENTER
MILITARY
HOSPITAL
UNIVERSITY
EMBASSY
etc.

The categorization of the place names will allow for one place name to be categorized in multiple categories. For example 'GEORGETOWN UNIVERSITY HOTEL & CONFERENCE CENTER' will be categorized into UNIVERSITY and HOTEL.

The benefits of categorizing the place names is two fold:

Allows MAR users to easily search a category of place names. (Before finding all hotel place names would be difficult as some hotels do NOT have the word HOTEL in their names such as 'GEORGETWON SUITES' or 'RIVER INN'
Allows the MAR Data Team to more easily keep the place names up to date as all place names in the same category can be update on a regular cycle.

New MAR Batch Geocoder Available for Download

The District of Columbia GIS program is releasing a new version of the MAR Batch Geocoder. The new version will allow users to geocode a spreadsheet from Microsoft Excel in lieu of Microsoft Access database tables*. Users can also individually select fields, from the Master Address Repository (MAR), to include in their geocoded results. Find out more by visiting the Master Address Repository Website and clicking Download and Install the MAR Batch Geocoder (.zip).

Geocoding is the process of assigning a location, in the form of coordinate values, to an address. This is done by comparing the descriptive location elements in the address (street name, number, etc.) to those present in the MAR. The MAR is a database of every address in the District of Columbia stored as a point.

*Please uninstall previous versions of the tool by navigating to Start →Programs → MAR Batch Geocoder → Uninstall MAR Batch Geocoder. Users may still continue to use Microsoft Access databases to geocode.

My coworker and traveled to the field yesterday to make some ground observations. Among the locations we travelled to were:

Henson Ridge Phase II: Found and reported an incorrect street sign there (Robinson Street SE), activated addresses of under construction or newly constructed townhouses, and check on the status of 3233 15th Place SE.
Asheford Court: No new construction in many months
4th Street Vistas: Some new construction since last visit. No construction workers on site.
A new townhouse in Anacostia
5135 F Street SE - no construction there
Woodson Heights: No new construction in many months.
The Renee Condominiums
L Street SE & 8th Street SE
2nd Street NE & G Street NE: Many demolished rownhouses here. These addresses were retired in the MAR.

The weather was lovely and based on the field research dozens of changes were made to the MAR.

Spelling of Street Name in NE: Kearny vs. Kearney

An issue came up regarding how to spell a certain street name in the NE quadrant in Washington, DC. The issue was was whether it should be Kearny or Kearney.

The sources that have Kearny (as of May 2010):

The issue was resolved by researching the correct spelling of the name at the DC Office of the Surveyor. Working with staff at the Office of the Surveyor, it was found that the correct spelling is Kearny. This was confirmed by eventually finding an official surveyor's map dating from 1898 which showed Kearny. It was located in Washington County book 18 page 18a.

After the research was completed. Both Google maps and the USPS were contacted to inform them that the proper spelling of the street is Kearny.

Of governments and geeks (Economist) - In 2008 the city of Washington, DC, a trailblazer in the field of open data, sponsored a contest called “Apps for Democracy”—with $50,000 in costs and prize money—which produced 47 applications.

A decent percentage of the open data that is made available in Washington, DC uses the Master Address Repository to acquire accurate location information.

Improvements to the Intersection Table

Currently the MAR Intersection Table only contains 'regular' at grade intersections. It does not include intersections where there is an overpass or underpass or ramps (such as ramps off of INTERSTATE 295). This is a shortcoming of the MAR and is being remedied. Situations occur at these location also and they need to be locatable using the MAR.

There are two phases for adding underpasses, overpasses and ramps to the Intersection Table:

Phase I

Add Underpasses (ex: FIRTH STERLING AVENUE SE UNDER INTERSTATE 295)
Add Overpasses (ex: INTERSTATE 295 NORTHBOUND OVER FIRTH STERLING AVENUE SE)

Phase II

Add Ramps (ex: NORTHBOUND NORTH CAPITOL STREET NE AND RAMP FROM EASTBOUND IRVING STREET NE)

Currently the overpasses and underpasses have been digitized and are undergoing testing. In order to easily find these location the code for the MAR Web Services will also need to be updated. Many of the ramps still need to be digitized. The overpasses and underpasses should be in production by the end of February.

Duplicate Address Problem at 3233 15th Place SE - Still Not Resolved

The duplicate address problem at 3233 15th Place SE has still not been resolved by DCRA. That is that both a cemetery and a townhouse use the address 3233 15th Place SE. The recommended solution is changing the address of the townhouse to 3233 1/2 15th Place SE. The cemetery had the address of 3233 15th Place SE before the townhouse was built, and thus the cemetery's claim to the address takes precedence.

DCRA needs to resolve this issue by informing the owner of the townhouse of the need to change their address. The homeowner then needs to physically change the address number on the exterior of their townhouse. Additionally, DCRA also needs to contact the various agencies to inform them of the new address 3233 1/2 15th Place SE.

Adding Residential Units at 4100 Georgia Avenue NW

In the MAR, residential units have been added to the recently completed apartment building located at 4100 Georgia Avenue NW. This building also has ground floor retail which contains a Yes Organic Market. The apartment building has 72 units as noted on their website. Now the individual unit numbers needed to be obtained. The unit information was found by typing in the address 4100 Georgia Avenue NW, Washington, DC into the USPS Zip Code lookup. The units being:

201 - 212
301 - 312
401 - 412
501 - 512
601 - 612
701 - 712

Each floor has 12 units and there are six floors with units (floors 2 - 7). Thus 12 * 6 = 72, which confirms the 72 units mentioned on the apartment building's website. Lovely!

along a valid address range on a street have the option of being submitted for review by
knowledgeable address specialists.

Go to the MAR Sample Client and type in the address in question and click submit. If the address is within a valid street address range, and it is not in the MAR an option will appear entitled 'Select this link to report a New Location or to change an existing location,' Click on the link and carefully fill in the form. Click 'Submit for Verification'. A member of the MAR Data Team will research the address and respond within a couple of business days.

Some of the street names in Google Maps are incorrect. I found a couple of cases in the large development called Capitol Gateway.

There is no 17th Place SE here. It should be 57th Place SE
On the crescent shaped street near where it says 'McWilliams Ballard' it should be 57th Street SE (not 57th Place SE).

Fortunately, Google Maps has a very useful feature called 'Report a Problem' where users can submit inaccuracies found on their map. I took advantage of their noble feature and easily submitted these problems. Hopefully they will respond soon to my corrections. This 'Report a Problem' feature is an example of Collaborative Mapping.

Collaborative Mapping is important for the future of the Master Address Repository (MAR). The MAR allows collaboration when it comes to reporting missing addresses and residential units. In the future increased collaboration is the way to go.

P.S. Capital Gateway, themselves, also misplaced street names on their site plan.

Why is the MAR Important?

The MAR has established a unified addressing standard. It allows the District Government to easily compare information about an address, block or intersection across databases and agencies.

Addressing standards are built into the MAR.

It has tools that allow for geocoding and information retrieval regarding addresses, intersections and blocks that enforce the standards.

MAR simplifies crosscutting queries by address within the DC Government.

Problematic Addresses in the Integrated Tax System (ITS)

DC's Integrated Tax System (ITS) has thousands of incorrect and poorly formatted addresses for their properties. The Office of the Chief Financial Officer (OCFO) is responsible for the ITS and has been informed about significant problems with regarding to premise addresses in their database.

There are thousands of faulty records, some missing quadrants, incorrect street names, incorrect address numbers, missing premise addresses and more.

Type in Square '0185' and Lot '0828' and then click 'Search Now' You will find that the Premise address field is missing the quadrant designation (it should be NW).

Below is an example where the ITS has incorrect addresses for four properties along 1400 block of 19th Street SE. In the image below the Master Address Repository (MAR) addresses are the green dots and the ITS addresses are the blue dots. It is clear from the image that their is a discrepancy between the MAR and the ITS regarding the proper locations of the addresses. In this case the MAR is correct. This has been confirmed by using USPS and Google Street View.

The ITS is one of many sources for the MAR. Unfortunately, some of the address errors in the ITS have infiltrated their way into the MAR. In the past few years, most of these address errors have been removed from the MAR. Now it is time for ITS to clean up their data.

New York Times article on Collaborative Mapping. The article discusses the emerging field of collaborative mapping and how various organizations such as Google are taking advantage of it.

Collaborative mapping is important and there is much potential here. With regards to the MAR and collaborative mapping, the MAR Sample Client allow users to easily submit missing addresses or residential units. In the future the MAR will become more collaborative. This blog is meant as a way to reach out to users who are interested in collaborating with us or just learning more about the MAR.

Even and Odd Addresses

Even address numbers are assigned on the left side of the street as the numbers ascend. Odd numbers are assigned on the right side of the street as the numbers ascend. That is the side of the street is determined as one faces away from the US Capitol Building. Please see the below image from the Capitol Hill Neighborhood.

It should be noted that a very small percentage of addresses are not assigned that way and are thus considered address anomalies (large pdf).

Dakota Crossing

Dakota Crossing Development

The Dakota Crossing Development contains 202 townhouses located in the NE quadrant of Washington, DC. It sandwiched between South Dakota Avenue For, Lincoln Drive, 31st Place and 33rd Place NE. All the addresses in this development are in the Master Address Repository (MAR). The MAR data team has visited this site a few times to confirm addresses and the progress of the development. It is located in square 4325.

How are new addresses issued by DC Government?

The Department of Consumer and Regulatory Affairs (DCRA) is responsible for issuing new addresses. New addresses need to be approved by DCRA. DC GIS is tasked with maintaining the address database. DC GIS works closely with DCRA on address issues.

Components of an Address

Addresses shall be parsed into the following component parts and order:

Address Number
Address Number Suffix
Street Name
Street Type
Quadrant
Unit Number

There components of an address are concatenated when creating the address. An example would be 441 GENERIC STREET SE 101.

Address Number

Address numbers, street numbers, are numeric. There shall be no address numbers that are higher than 8500. Fractions, such as "½", are sometimes present, and are always considered address number suffixes.

Address Number Suffix
Fractions (such as '1/2'), as well as alphabetical designations (such as "A') and 'REAR' are not considered address numbers. They are considered address number suffixes. Not all alphabetical designations are to be considered address number suffixes, as some of them are unit numbers.

Street Name

All street names should be spelled out in full in the Master Street Name list. Common aliases for street names, including common abbreviations (e.g., "MLK Ave." for "Martin Luther King Jr. Avenue") are found in the street name alias table. The street name does not include the street type such as 'COURT', 'ROAD or 'STREET.'

Street Type

Street types should be spelled out in full in the in the Master Address Repository. Street Types include, but are not limited to 'ROAD', 'STREET', 'AVENUE', 'COURT' etc.

Quadrant

The quadrants are Northeast (NE), Northwest (NW), Southeast (SE) and Southwest (SW) and shall be abbreviated as shown above. All addresses in Washington DC have a quadrant attached to them (with the possible exception of the Capitol which is at the central point of the addressing grid. These quadrant designations are critical to location of addresses in Washington DC, and must be incorporated into every address.

Unit Number

Unit number denotes a housing occupancy which has a secondary designation. These can be apartments or condominiums

The new DC GIS 2009 Orthoimage has been searched for changes affecting addresses and streets. Dozens of changes have been made based on the image search. About a dozen site visits remain in cases where changes cannot be confidently determined in the office environment.
